The toll system in Portugal is used to finance, maintain and modernise  the national road and motorway network. It helps to make the transport network safe, efficient and environmentally friendly. The Via Verde system is responsible for collection and administration, which enables automatic recording and invoicing on almost all toll-charged motorways and dual carriageways.

The toll is charged conventionally or electronically depending on the route and operator. All cars, trucks and buses incur a charge based on the number of axles and height of the vehicle. Some private motorways have their own tariffs or manual payment systems at toll booths. In addition, separate fees may apply on certain bridges, tunnel sections or routes.

In Portugal, all heavy goods vehicles are subject to a truck toll. It serves to finance, maintain and modernise the Portuguese road network. The country uses a state-of-the-art Electronic Toll Collection (ETC) designed to make traffic more fluid and reduce environmental impact.

Vehicles weighing over 3.5 tonnes are subject to tolls

Trucks and other commercial vehicles with a gross vehicle weight over 3.5 tonnes are subject to tolls in Portugal. Depending on the section of motorway, it is recorded via various systems: ViaVerde (with on-board unit) or Electronic Toll Only (ETO) on some routes without toll booths. Fees are calculated according to number of axles and vehicle height.

An electronic toll box is recommended for international freight forwarders and fleet operators to process payments automatically. This eliminates the need for manual payment at toll booths, saving time and reducing administrative overhead.

Toll-exempt vehicles

Some vehicle groups are exempt from the Portuguese truck toll or benefit from discounts – including emergency services vehicles such as police, fire and rescue. Electric or low-emission commercial vehicles can also  benefit from reduced toll rates through government initiatives.

In Portugal, there is no standard motorway toll charged for cars, but almost all motorways and many dual carriageways have tolls. The roads are managed by different operators, so systems and tariffs may differ depending on the route. Vehicle class 1 or vehicle class 2 applies for cars up to a total weight of 3.5 tonnes - depending on the height of the front axle. Tolls can either be paid in cash or via card at conventional toll booths or processed electronically via the Via Verde system. Vehicles with Via Verde transponders use special lanes and pay automatically without having to stop.

There are no toll booths on purely electronic toll routes marked with blue signs inscribed "Electronic Toll Only". Payment on site is not possible there; vehicles must be registered in advance or equipped with an electronic device that automatically records and pays the toll.

Motorcycles belong to vehicle class 1 and pay a discounted fee. Electric and hybrid vehicles can benefit from discounts on certain routes through government initiatives.

On conventional toll routes, drivers take a ticket at the entrance, which is paid at toll booths when exiting or changing motorways. For vehicles equipped with a Via Verde transponder, there are separate lanes that can be crossed without stopping. No cash or card payment is possible on exclusively electronic toll routes that are marked with blue signs inscribed "Electronic Toll Only". Here, vehicles must be registered in advance or equipped with a transmitter that automatically records and bills the toll.

For vehicles under 3.5 tonnes

For cars and camper vans up to 3.5 tonnes, which fall under vehicle class 1 or 2, tolls can either be paid manually at toll booths with cash or via credit card, or billed electronically via Via Verde. Manual payment is not possible on ETO routes. Drivers without transponders can register their vehicle registration number with the Portuguese Post Office (CTT) or online and pay the fees retrospectively.

For vehicles over 3.5 tonnes

Trucks, buses and transport vehicles over 3.5 tonnes are subject to the truck toll, which is calculated depending on the route. Billing is undertaken via special OBU devices or authorised European toll service providers. Fees are based on the number of axles and height of the vehicle.

Low-emission vehicles in Portugal benefit in part from reductions to promote sustainable mobility. Anyone using toll roads without valid registration or payment face fines. Early registration with Via Verde or an authorised toll provider helps to avoid penalties and surcharges.
