On 1 July 2026, the Netherlands is introducing a distance-based toll system for heavy goods vehicles (HGVs). Trucks subject to tolls are based on kilometres driven on the toll network.

The Dutch HGV toll contributes to the financing and maintenance of transport infrastructure while supporting more sustainable road transport through differentiated toll rates.

General information

In the Netherlands, the toll system supports the financing and development of sustainable transport infrastructure. With the introduction of a distance-based truck toll effective July 1, 2026, the new system replaces the previous Eurovignette. The goal is to create a fairer and more environmentally friendly cost distribution for the use of Dutch roads.

The income from tolls is used to finance the expansion, maintenance and modernisation of the Dutch road network. The Dutch state, which uses modern digital recording technologies to ensure transparent and efficient billing, is responsible for the implementation and management of the system.

A particular focus is on sustainability: The toll amount will depend on the distance driven and emissions class of the vehicle. Accordingly, greener vehicles pay less. The goal of the Netherlands is to make freight transport more climate-friendly and to reduce long-term emissions in the transport sector.

The truck toll applies to domestic and foreign owners of vehicles in classes N2 and N3 with a technically permissible maximum mass of more than 3,500 kg. It does not matter what the vehicle is used for, nor whether it is loaded or empty.

As of July 1, 2026, the Eurovignette was replaced in the Netherlands by the kilometer-based truck toll. The goal was to achieve a fairer distribution of costs in freight transport and to promote environmentally friendly vehicles.

Vehicles subject to toll charges over 3,5 tonnes

The Dutch HGV toll applies to toll-liable trucks operating on designated toll roads. Charges are calculated based on distance travelled and vehicle characteristics such as CO₂ emissions class.

Toll-exempt vehicles

Certain vehicle categories are exempt from the HGV toll, including passenger vehicles, emergency vehicles (police, fire and rescue services) and vehicles used for humanitarian and agricultural purposes – provided the exemption requirements are met.

CO₂-based toll differentiation

The Dutch HGV toll takes a vehicle's CO₂ emissions class into account. Vehicles with lower emissions benefit from lower toll rates, supporting the transition to more sustainable road transport.

In the Netherlands, there is generally no mandatory toll for passenger cars and light commercial vehicles. An exception is the A24 motorway (Blankenburg connection), where a toll applies.

Toll collection is carried out electronically via the Dutch e-TOL system. Vehicles are identified automatically using license plate recognition, allowing toll charges to be processed without stopping at a toll booth. Payment can be made online or through registered payment providers.

In the Netherlands, tolls are paid via different systems depending on vehicle type, which enables simple, transparent processing.

For vehicles up to 3.5 tonnes

  • There is no general mandatory toll for cars, motorcycles and light commercial vehicles up to 3.5 tonnes. One exception is the A24 where a mandatory toll was introduced.

  • Payment is made electronically via the e-TOL system, which automatically records distance travelled. This eliminates the need for manual payment, and the toll is recorded transparently and efficiently within the planned billing period.

For vehicles over 3,5 tonnes

  • The Dutch HGV toll is processed electronically via an approved OBU. Toll charges are recorded automatically and billed per the applicable tariff structure.

  • UTA customers can conveniently settle Dutch tolls using the relevant UTA toll solution.
