General information
In the Netherlands, the toll system supports the financing and development of sustainable transport infrastructure. With the planned introduction of a mileage-based truck toll from 1 July 2026, the new system will replace the Eurovignette. The goal is to create a fairer and more environmentally friendly cost distribution for the use of Dutch roads.
The income from tolls is used to finance the expansion, maintenance and modernisation of the Dutch road network. The Dutch state, which uses modern digital recording technologies to ensure transparent and efficient billing, is responsible for the implementation and management of the system.
A particular focus is on sustainability: The toll amount will depend on the distance driven and emissions class of the vehicle. Accordingly, greener vehicles pay less. The goal of the Netherlands is to make freight transport more climate-friendly and to reduce long-term emissions in the transport sector.
Vehicles subject to tolls
Currently, the Eurovignette obligation applies in the Netherlands for commercial vehicles with an F.1 weight of more than 12 tonnes. The Eurovignette is available in different durations. The charge depends on the number of axles and the carbon emissions class of the vehicle.
Passenger transport vehicles and commercial vehicles under 12 tonnes do not require a vignette or toll in the Netherlands and can use the road network free of charge with a few exceptions.

The Eurovignette will be abolished in the Netherlands on 1 July 2026. It will be replaced by a mileage-dependent toll for heavy goods vehicles.

Vehicles subject to toll charges from 12 tonnes F.1 weight
Currently, commercial vehicles with an F.1 weight of at least 12 tonnes must have a Eurovignette to be able to use motorways and some dual carriageways in the Netherlands. The vignette is available in different durations – daily, weekly, monthly or annually.
The charge is based on the number of axles and emissions class (CO₂ category) of the vehicle. Vignettes can be purchased online or from authorised sales outlets.
Toll-exempt vehicles
Commercial vehicles weighing less than 12 tonnes, passenger transport vehicles, emergency vehicles (police, fire and rescue), and vehicles used for humanitarian or agricultural purposes - provided they meet the conditions for exemption - are excluded from the toll.
Carbon toll
The Eurovignette tariff is based on a combination of the validity period (day, week, month, year) and number of axles and emissions class of the vehicle. Since 25 March 2025, carbon emissions class and environmental friendliness have been factored into the tariff. Vehicles with lower emissions benefit from lower fees.
Car tolls in the Netherlands
In the Netherlands, there is generally no mandatory toll for passenger cars and light commercial vehicles. An exception is the A24, which introduced a mandatory toll for this vehicle class.
Invoicing is undertaken electronically via the e-TOL system, which automatically records distance travelled. As a result, no manual payment is necessary on site and the use of the toll route is billed transparently and efficiently.
